Act on equipping buildings with electric-vehicle charging stations and charging-ready facilities
In Finland, the Act on Equipping Buildings with Electric-Vehicle Charging Stations and Automation and Control Systems entered force on December 31, 2024. The law sets minimum requirements for new buildings, those undergoing extensive renovation, and existing non-residential buildings.
Who is subject to the charging-station requirements?
The owner of any non-residential building with more than 20 parking spaces on the premises or within the building must ensure that at least one EV charging station is installed by December 31, 2024. A limited number of exemptions apply.
Exceptions to the charging-station installation requirement
Under the Act, the following building categories are exempt from the obligation to install at least one charging station:
- Buildings without climate-controlled energy use
Buildings that do not consume energy for indoor climate maintenance (this exemption also covers parking garages serving one or more residential buildings, even if the garage requires no climate-control energy). - Defence Administration facilities
Any building owned or operated by Finland’s Defence Administration. - Micro-enterprise premises
Buildings owned and used by micro-enterprises (defined as businesses with fewer than 10 full-time equivalent employees and annual turnover or balance-sheet total not exceeding €2 million). - Residential buildings
Buildings in which at least half of the gross floor area is dedicated to residential use. - New-build projects
Newly constructed buildings are subject to stricter requirements, which are governed by separate, more detailed provisions in the Act.
